Germany joins other EU members to call for changes to bloc鈥檚 new emissions trading system

More than a dozen EU member states, including Germany, have called on the European Commission to change its plans for the introduction of a carbon price on transport and heating fuels from 2027 to prevent price spikes, reports newsletter Tagesspiegel Background. Signatories of the letter addressed to the Commission include Austria, Italy, Poland, Lithuania, Romania and Slovakia, according to the report.听鈥淲e support the paper's intention to achieve the greatest possible support for ETS 2 in the EU and to avoid price jumps,鈥 Germany鈥檚 environment ministry told the publication.

Among other demands, the member states call forauctions ofallowances to begin as early as mid-2026. Early auctions would give market participants a better overview of expected prices, making the CO2 price signal more 鈥渢ransparent鈥 and 鈥減redictable鈥, the letter said.

The letter also calls for the market stability reserve (MSR) to be designed as flexibly as possible. The ETS 2 stipulates the release of additional allowances onto the market if prices rise above 45 euros per tonne of CO2. But the signatories warn that protective measures against rapid price increases could be 鈥渋nsufficient鈥, thus risking 鈥渟ignificant negative social impacts鈥.

The alliance of environmental and social welfare organisations called for a top-up of the EU鈥檚听. 鈥淔or emissions trading to be effective and accepted by the public, it must be accompanied by social measures from the outset,鈥 said Stefanie Langkamp, policy director at Climate-Alliance Germany network. Among other measures, the group also called for a flat-rate public transport ticket for people on low incomes, as well as targeted subsidies for the renovation of social housing.

The EU Commission is set to table its proposal for a new 2040 EU climate target next week.听As part of its overall climate policy framework, the European Union听decided听to introduce a second emissions trading system for the transport and building sectors alongside its successful system for energy and industry. Germany already has听a national carbon price for transport and buildings, which will be aligned with the EU system.
